A cross-sector platform connecting Baltimore's academic community to the city's most pressing civic challenges. Embedding Fellows and Scholars in city projects to improve services, strengthen infrastructure, and advance equity across Baltimore.

The Government Service Corps (GSC) is a co-hosted initiative between the City of Baltimore's Mayor's Office of Performance & Innovation (OPI) and other Baltimore Area Universities. We mobilize student talent, faculty expertise, and community insight to design and implement high-impact solutions that strengthen city agencies and improve outcomes for Baltimore residents.

Chief Data and Performance Officer (CDO) for the City of Baltimore

Dartanion Swift-Williams is a public sector technology leader currently serving as the Chief Data and Performance Officer (CDO) for the City of Baltimore. Appointed by Mayor Brandon M. Scott in August 2024, he leads the Mayor's Office of Performance and Innovation (OPI). In his capacity as Baltimore's CDO, Swift-Williams is tasked with modernizing city operations through data-driven governance. His recent initiatives include: Data Strategy: Establishing a scalable data management program to improve critical city services. AI Integration: Representing Baltimore at major tech summits throughout 2025. Public Safety Support: Collaborating with agencies like MONSE to use real-time data for community violence intervention.

How It Works

Step 1

Connection / Challenge Definition

The Mayor's Office of Performance & Innovation (OPI) identifies high-priority civic challenges in collaboration with agencies and community stakeholders.

Step 2

Collaboration / Team Formation

Experienced Practitioners, Graduate and Undergraduate Scholars, and High School Scholars are matched to projects, with Agency Mentors assigned from city departments.

Step 3

Innovation / Coaching & Collaboration

Fellows provide expertise and leadership, Scholars apply academic skills, and Agency Mentors offer operational guidance, working together with community input to co-develop solutions.

Step 4

Experience / Implementation & Sharing

Teams design, test, and refine solutions, presenting outcomes to agency leadership and sharing results through a civic knowledge commons for replication and scaling.
