The Government Service Corps (GSC) is a co-hosted initiative between the City of Baltimore’s Mayor’s Office of Performance & Innovation (OPI) and other Baltimore Area Universities.

We mobilize student talent, faculty expertise, and community insight to design and implement high-impact solutions that strengthen city agencies and improve outcomes for Baltimore residents.

Dartanion Swift-Williams, MBA

 Dartanion Swift-Williams is a public sector technology leader currently serving as the Chief Data and Performance Officer (CDO) for the City of Baltimore. Appointed by Mayor Brandon M. Scott in August 2024, he leads the Mayor’s Office of Performance and Innovation (OPI)

In his capacity as Baltimore’s CDO, Swift-Williams is tasked with modernizing city operations through data-driven governance. His recent initiatives include: 

* Data Strategy: Establishing a scalable data management program to improve critical city services.

* AI Integration: Representing Baltimore at major tech summits throughout 2025, such as the Government & AI Summit and Evolve 2025 DC, where he discussed using AI and automation to accelerate mission outcomes.

* Public Safety Support: Collaborating with agencies like the Mayor’s Office of Neighborhood Safety and Engagement (MONSE) to use real-time data for community violence intervention.
